They are using tortoise.

Right click a working copy -> TortoiseSVN -> Create Patch

I assume that tortoise uses whatever is set up as the unified diff
viewer in the tortoise settings, which in our case is the "default"
unified diff, which I assume is svn diff.

Sorry, but I don't think it does.

Your developers are sending patchfiles to reviewers. What are the
developers using to *produce* the diffs?
