Why would you want them to lock files when they may only want to view them?

They will forget about the lock after viewing the file and then you
get into a lot more trouble: whenever someone really wants to modify a
file he/she first has to persuade someone else to release the lock (or
they will get into the habit of stealing locks...).

And TSVN is available in a lot of languages. If you are missing a
language, let the group know, so maybe someone steps up and starts a
translation for you.
