I'm using:
start_commit_hook
Path: C:\PTA-SW
Command Line: C:\PTA-SW\CleanUP.exe
Wait: true
Show/Hide: hide

The exe I'm executing is placed in my working copy which (obviously) resides
at C:\PTA-SW.

The hook also fires when you select commit on a subdir at any level in the
same WC.

And it has been working flawlessly for a long time.

I hope this helps.

/Carsten
