I've udpated with the latest nightly - 11393, it seems to be cured now,
but I'll try and answer your questions just in case this is useful

Yes it did.

The previous build was a nightly from around the start of November.

I can't actually seem to find this location. I have a directory
"Documents and settinsg\dlawrence\Application Data" which contains a
TortoiseSVN directory but no TSVNCache directory. Its not under all
users either.

Perhaps it was the actual installation that failed and not a fault with
that particular build.
