Diffing props

Tested with: TortoiseSVN 1.4.99, Build 11351 - 32 Bit -dev, 2007/11/13

Using Diff from the Check For Modifications dialog on a file with
property changes causes the diff viewer to launch twice for properties
and once for the contents (For a total of 3 instances). Diff from the
context menu in Explorer works correctly, I only get two instances
total, one each for properties and file contents.

Also, as a feature request, it would be nice if the file contents diff
isn't shown when the file has only property modifications.
