Trouble with overlays and exclude/include paths (again)

I posted this last week but never received a response. Also, no update
to TSVN has fixed the issue. I'm currently using TortoiseSVN 1.4.99,
Build 11351 - 32 Bit -dev, 2007/11/13 20:49:13 and the behavior still
happens.
