Thanks. That was it. With the new computer was a new install of
TortiseSVN and the option had to be set.

In case anyone else needs this help, you can set it in
Settings.General.Subversion:
'"Use _svn instead of ".svn" directories.'

Do you have the ASP_DOT_NET_HACK environment variable set? If not,
TSVN is looking for .svn directories, not _svn.
