Diff with URL uses wrong diff viewer

Tested with TortoiseSVN 1.4.99, Build 11269 - 32 Bit -dev, 2007/11/05

The Diff with URL option always invokes TortoiseMerge instead of my
external diff viewer. Things work correctly using regular diff, only
Diff with URL uses the wrong program.
