Already in the trunk build. The new changelist support also includes a
special changelist for files which are versioned, but should not be
automatically selected for commit.

Also look at Jean-Marc's reply. If you have config files which
developers have to customise, provide a versioned template. We do this
within the TortoiseSVN project for the documentation build process.
This works well if the developers changes never have to be committed
back into the repository.

Where it can fall down is if the template needs to change, eg. it
includes a list of files to build as well as local workspace
definitions. If you can separate these functions it will work much
better, but not all environments let you do this.
