No, if you want to run svn from the command-line, you have to install it ;)

You can however do some scripting using TortoiseSVN. I recommend that you read appendixes D: 'Automating TortoiseSVN' & E: 'Command Line Interface Cross Reference' from the TortoiseSVN manual. For hardcore automation you will be better off installing the svn commmand line client.
