Overlays not updating correctly

I think there is definitely a problem with overlays. I have attached a
snapshot of Windows Explorer showing a fragment of tree view on the left
and the same folders in the folder view of their parent on the right. As
you can see, the overlays are discordant, even after several rounds of F5
and Cleanup. This is not at all unusual.
