You need to add the full path to the program before Tortoiseproc.exe,
that is c:\program files\TortoiseSVN\Tortoiseproc.exe

And, the .bat file name extension is correct only in Windows 95 and 98.
Since Windows 2000, XP etc. it is named .cmd :-)
