No, there's no glitch.
You've used two different TSVN installers: one is 64-bit, the other one
for 32-bit. On x64 OS, you can install both (the 64-bit one will be used
by the explorer, the 32-bit one will be used in all 32-bit apps and
their file open/save dialogs).

Seems installed both and forgot to update both of them.
