tSVNCache running priority, is it set by installer?

 From the manuals I found on net it states that tSVNCache runs at the
lowest priority in order not to hog the CPU and block other programs.

Since changing execution priority is a privileged tasked only allowed
when running as administrator etc, I wonder if this is being set at
install time.
If not, changing priority is not allowed not running as admin and the
process will then run with same priority as normal programs and thus
part of time block other programs from execution.

Could this be the case of 1.4.3 and 1.4.4 ?

(I run 1.4.3 and disk access is very slow, and speeds up immediately I
kill tSVNcache (and it restarts again) After a few minutes, disk access
is again slow, and I need to kill the process again.
