Feature Request main context menu config option to Check for Modifications instead of Update

Feature Request

In the main context menu, displayed by right-click in a file explorer dialog,
the available TortoiseSVN entries are:

    SVN Update
    SVN Commit
    TortoiseSVN

In my project group (at my employer), most of the time, we find that
it is better
to use "TortoiseSVN -> Check for Modifications" instead of "Update". We then
use "Check repository" to review available updates before accepting ay updates.

Unfortunately, one or another of us will use "Update" instead, then regret the
results. (And then have to un-merge the updates.)

We would like an option to replace the "SVN Update" on the main context
menu with "SVN Check for Modifications".

Ideally, we would like it to be "SVN Check for Updates", which would still
display the "Check for Modifications" but automatically check the repository.

(Some of the developers I work with are upset enough they are considering
going back to PVCS despite the problems that motivated us to switch.)
