Usually, yes. But if "something" was deleted in rev3100, then how could
you select that folder for branch/tag?

To get such a folder back, you should use the repository browser:
* start repo browser
* switch to revision 3000
* right-drag the folder "something" to the *same* parent folder
* enter commit message

The copy in the repobrowser is always done from the selected revision to
HEAD (it's always to HEAD, because you can't change history).
