Unable to connect to repositories

I have been trying to access SVN repos from work for a week now with no
luck. I am behind a proxy (which requires a username and password) and I
have entered these details into the TortoiseSVN network box.

However, I still can't connect to repositories such as,
"svn://evemon.battleclinic.com/EVEMon/EVEMon/trunk". The error I get is,
"Error * Can't connect to host 'evemon.battleclinic.com': No connection
could be made because the target machine actively refused it." Now, I
am certain the repository can be connected too because I can connect to
it from home, just not from work, from behind a proxy. Anyone have any
ideas?
