Icon overlay slots are limited by Explorer, so adding another overlay
is not to be taken lightly.

In Details view in Explorer (while looking at a WC directory), right
click the column header and select "More...". On that list, scroll to
the bottom and select "SVN Status" and click OK. You'll then see
another column added to the Details view which indicates whether an
item is modified, locked, unversioned, etc.

You'll need to go to Tools...Folder Options...View to apply it to all
folders to make it "stick".
