Feature Request: Query open issues from defect tracking system

When issue tracking integration is enabled and the issue ID textbox is
visible in the top right hand corner of the commit dialog, it would be
great if a list of current, open issues for this user could also be
displayed so that the developer doesn't have to go off to another
system.

At the simplest I suppose this could be a link to a configurable URL
that the developer could view in their own browser for reference,
suppling username (either OS login name, subversion username for this
repository, or something else) as a URL parameter.

Better would be a webservice style call to a defined URL that would
return the issues in XML so that they could be displayed in a drop down
list within the TortoiseSVN user interface. If TortoiseSVN exposed this
hook then plugins could be developed for issue tracking systems to
return bug data in the defined format.

Apologies if this is already on the list or has been requested a
thousand times. I did look =)
