You're looking in the wrong place here. Subversion simply does not
have this feature - it is a centralised version control system. What
you are looking for is a decentralised system. You could look at SVK
which uses Subversion's robust repository format, but in a
decentralised way. Or Mercurial or GIT or ... But don't expect
TortoiseSVN to support them. TSVN is a Subversion client, pure and
simple.
