offline revision update (feature request)

Dear Tortoise SVN developers:

 I am emailing to request a new feature. I currently use 1.4.4 and I
have found a need to create a patch like feature.
 Basically I would like to be able to create an update file which when
imported by someone else, their local copies would be updated (not
just patched). Their local copies would register that they are using
the "updated" revision.
 I think this would be useful for those who have to use systems that
are offline temporarily. So when they are unable to connect to the
repo directly, this update file would be good enough.

ex.
 Suppose by head revision is 200 and if i right click on rev 195 in my
"show log", i can save the update to a single binary file. this
update can only be applied to those who have rev 194 as their local
copies.

Also, I would be interested in having a binary update because there
many items in my repo that are not just ascii.
