We've had similar needs for a few years. I even made a feature request
back in http://svn.haxx.se/tsvn/archive-2005-09/0510.shtml but it got
shot down (Okay, that UI proposal *did* add another checkbox to the UI :).
I don't think the only use-cases for this are only, as some suggest, a
result of bad usage/policy. In our office with many devs working
together it does happen with some regularity that we'd like to be able
to specify a specific user on commit.
However, till such time as I write a patch myself (with a UI that keeps
everyone happy), I've been living on some customized batch files that
swap out the %appdata%\Subversion\auth cached files as necessary.
