"When you move a repository you have to
1. use the 'Relocate' command on all working copies that refer to that repo.
2. update any svn:externals references that point to the old location.
It sounds as if you have done (2) but not (1)."

Those were my thoughts... I've relocated the working copies and updated the externals.

I even got a fresh WC from the repository on my collegaues machine made the changes and still got the commit error when commiting from the folder level...
