Problem browsing repository via the Import dialog

What happens:

You attempt to import a local file system folder by right clicking then
selecting import. Then you browse for a repository using the [.] browse
button, the local file system selector is brought up instead of the
repository selector. Please note that if you happen to have an existing
"svn://abc" type url in the "URL of repository" edit box instead of "" then
the repository selector is brought up.

My environment:

I'm using tortoiseSVN version 1.4.4 connecting to a 1.3.0 subversion
server. My client machine is Windows XP
Professional (latest patches, including SP2).

What I would like to see:

Always bring up the repository browser when selecting the browse button. I
can think of no use to attempt to import to a local file system from a local
file system. In fact attempting to do so always brings up an error similar
to this:

 when a folder contains a modified
file. This will be consistent with the icon overlay as well. It will
also allow me to sort the folders and files to see which ones I have
modified.
