Give the folders full access. Why bother spending the time getting picky
about it? It's the Local Service account getting full access to a few
folders. That's a far more secure situation for the Windows Server than you
have now. It's hard to hack Windows Server using Local Service.

From the SVN server's perspective, it's possible you can secure it a little
more by playing with the read/write permissions, but I doubt it's worth the
trouble. If I had to guess, read/execute permission on the SVN server bin
folder, full permission on the repository. If you're using hook scripts, it
gets a bit more complicated. Again, give the applications full access and
save yourself the trouble.

Just my opinion...
