I hope you didn't get confused by "%appdata%" because this ist not correct.
This evaluates to "C:\Documents and Settings\<User>\Application Data\" but
I actually mean "C:\Documents and Settings\<User>\Local
Settings\Application Data"

Since your zip file contained the "cache" file you must have taken the
correct directory. What irritates me though is that the cache file is
dated "28.05.2007 14:21" but your mail is from the 6th of June. So the
cache file is a week old. Have you possibly deactivated the cache in the
settings? Please make sure the file is deleted manually.

There have been a number of changes in the TSVNCache which will make it more
robust. Could you please try a stable nightly from
http://nightlybuilds.tortoisesvn.net/1.4.x/
This version will be released shortly.
