Windows 2003 server hangs part way through checkout

I have tried several versions of TortoiseSVN client on a Windows 2003
Server. The initial Checkout hangs soon after starting. I kill the
checkout window and start again with Update. Hangs again but further
along in downloading files. After about 20 - 30 restarts I get a
complete trunk.

I also can't rename a file with a leading period in Windows Explorer but
am able to in a dos command shell. I don't know if this is related or
not. I tried the leading underscore setting but no difference in Checkout.

I can Checkout a complete trunk on a Windows 2000 with the same version
TSVN with no problem so I don't think there is a problem with the SVN
server or network.

I also had the same problem when the trunk was on CVS and using TCVS.
Seems like something wrong with Windows 2003 or my config.
