Thanks for your hint.

My problem is just that, when I right-click the versioned file, the TSVN submenu is lost. Although the TSVN submenu of versioned directory is correct.

Now I can only manage the file in REPOSITORY BROWsER, that means, I must do each operation per file seperatly, and each commit per file-operation.

You can either use the REPOSITORY BROWSER, which does show a
right-click menu entry for "Rename", or you can right-click a
versioned file in a WORKING COPY, in which case the "Rename..." menu
entry is usually found on the TortoiseSVN submenu.
