This has already been implemented for TortoiseSVN 1.5.0, see

It's difficult to implement a cancel button there because all subversion api
calls have taken place and there is no possibility to simply
call "rollback". Remember that the previous setting and removing of
properties can be recursive so cancelling is not a trivial thing to do. If
there is no really good reason, we will leave it as it is now.
