Now that's a confusing statement. Are you accessing using svn://
protocol or using file:/// protocol? I will assume you are using
svn:// as you are running svnserve.

As this seems to be a server problem you should ask this question on
the users at subversion.tigris.org mailing list. There are a lot more
people who know about the server side of things over there. This list
is specifically for the TSVN client.
