Yeah my assumption is that he has shell access - if he has a ~ with some
room he could install an svnserve executable himself there, if need be.
I've been on shared hosts where I had a ~/bin with 50 mb of executables
(vim-with-extra-stuff, php executable for command-line runs, mutt, ...)
because the necessary packages weren't installed system-wide.
