I'm afraid I was steering things in the wrong direction with the info on
hard links.

Giovanni was actually being helpful rather than focusing on terminology.
Junction points are actually more similar to symlinks, but they only work on
directories.

It looks like mklink on Vista creates true symbolic links (finally!), in
addition to also making hard links and junction points. Now that symlinks
exist in NTFS, svn is probably due for this feature. Good luck on their
forums.
