Shift-delete to do a delete which bypasses the recycle bin altogether.
Try not to get into the habit of this for all your deletes or you will
regret it one day.

I tend to use a policy of what's "safe" to delete in this way and what
isn't. Eg a working copy with no modifications or a bunch of object
files can easily be restored by a fresh checkout or a rebuild respectively.
