Lock owners (other than locks you have in your working copy) are only
maintained on the server. To have the Lock Owner column show other
people, TSVN would have to go to the server to check each file. To
check for lock owners on other files in your WC, go to the Check for
Modifications dialog, then click the "Check Repository" button.

Core subversion behaves the same way. You can only find out what other
locks exist by explicitly instructing svn status to check with the
server.
