Setting up gnu Win_svn

Hello

I've set up a new instance of 1.4.3 svn on a win2k3 server box using
svnserver for the back end. Installed fine and after turning off native
fileshare access for users, discovered how to access the repository
directories via the "svn:..." protocol.

However... whether it's from CLI or Tortoise, when I browse down to the
repository directory, I get...

    Error * URL 'svn://blah-blah-dirtree' non-existent in that revision

I can't seem to create, add, checkout, pretty much anything at all with
this new instance of svn with Tortoise or any other client.

Is this error coming from Tortoise or svn?

I'm posting the same question in the svn support listserv.

I'm a little confused as to why this is so and how to fix it. I have
developers and their Managers chomping at the bit to get this emergency
code into subversion!
