Are you able to perform updates using the svn command line option? If
not, you might try sending this to the regular subversion users list-
users@subversion.tigris.org.

My SVN repository is hosted at a third-party data center. I am still
able to commit changes, but I can no longer download updates or
modifications. In either case, I now receive a "200" error code, but
there doesn't seem to be any documentation about this particular error.

 

Error: REPORT request failed on '/devcentral/!svn/vcc/default'

Error: REPORT of '/devcentral/!svn/vcc/default': 200 OK
(http://url_here)

 

My data center admin does not provide application support for Tortoise,
so I am at a roadblock. Anyone have any suggestions?
