Feature request: 'Keep locks' box in commit window always set.

I would like to request a configuration setting that causes the 'Keep
Locks' checkbox to be automatically set by default in the commit dialog
(and whereever else it may be relevant).

I.e. so you can get similar behaviour to the command line client when the
following is set in the config file

[miscellany]
no-unlock = yes
