Thanks, Scott, for a workable solution. The second link above (to
ClearInstall.exe) fixed the problem.

I fixed it by uninstalling TSVN, rebooting, running ClearInstall.exe,
rebooting, and reinstalling
TSVN. I think there are some unnecessary reboots in there, but it worked.
