What does deleting this file do? (C:\Documents and
Settings\username\Local Settings\Application Data\TSVNCache\*)
I have deleted it but I cannot see any change. TSVNCache has not
respawned itself.

Look in
C:\Documents and Settings\username\Local Settings\Application
Data\TSVNCache
I had similar problem, and deleted the contents there (it was a single
file there).
