fr GUI installation problem

I can't get an fr interface. After installing fr language pack and
restarting , my interface is always displayed in en ; only I can get fr
help (in bin directory). No fr files in Language directory neither in
some other location.
What's wrong ? Can somebody help me ? Or where can I get help ?
