Restarting TSVNCache

Hi,

I am running TortoiseSVN 1.3.4 on several servers (Windows Server 2003).
The problem is that after a couple of months running the TSVNCache.exe
process has stopped, causing the icon overlays to disappear. I know I
can simply run C:\Program Files\TortoiseSVN\bin\TSVNCache.exe from
explorer, but when I log out the process stops again and has to be
manually started with each login.

How do I get the TSVNCache to respawn without my having to reboot the
computer?
What causes TSVNCache.exe to run in the first place when Windows starts
up? I have looked in the usual place and can't find the reference to it.
