Error when adding file to repository

I am new to TortoiseSVN and Subversion so any help is greatly appreciated.
I am getting the following error when adding a folder to my repository:

Can't open file 'F:\SVN\db\transactions\124-4.txn\changes': The process
cannot access the file because it is being used by another process.

I have successfully added all my code to the repository except for this one
folder that is causing the error.

Any ideas on what would be causing this?
