Can't edit log message

I'm receiving the following error from Tortoise SVN:

"DAV request failed; it's possible that the repository's
pre-revprop-change hook either failed or is non-existant
At least one property change failed; repository is unchanged"

This is an example of a procedure that duplicates the error on my repo:

1. Create a repository
2. Import data to repository through apache
3. TortoiseSVN checkout repository to a folder
4. Create a new folder under branches called "Revision 1"
5. TortoiseSVN add the folder
6. TortoiseSVN commit
7. TortoiseSVN show log
8. Edit log message
9. When I try to commit the changes to the log this error pops up

I did a search on the mailing lists and online help for "DAV request
failed" and couldn't find anything. Does anyone know what might be
causing this?
