Tortoise SNV locking dialog feature improvement

Hi,

I really like how the "Tortoise Settings Dialogs" Option lets
me choose to "auto-close if no conflicts".

I would also like to be able to say "please don't give me a
'reason to request a lock' dialog".

When using SVN to manage many MS documents (such as MS Excel),
all of which need to have "needs-lock" (because you can't merge them
back if there are conflicts) then it become a pain having
to dismiss the "why are you locking?" dialog every time.

In fact, one could argue that any file that has "needs-lock"
property should not get a "why are you locking" dialog.

That for me would be fantastic. But even if you just
gave the option "don't issue 'why are you locking?' dialogs"
that would do the job.
