Missing 'SVN Move versioned files here' from context menu

Hi,

I am trying to reorganize some files in my working copy. I am trying to
move a file from one folder into another folder but when I right-drag
the file, the context menu that appears when I release the mouse button
does not show the 'SVN Move versioned files here' option. The only
options are 'SVN Export to here' and 'SVN Export all to here' besides
the regular explorer copy, move, etc. options.

I did some searching and I know there is a bug in the 1.1.1 version of
TSVN but everything I read seems to indicate it was fixed in the next
release. I am using the following version:

TortoiseSVN 1.4.1, Build 7992 - 32 Bit , 2006/11/11 09:34:39
Subversion 1.4.2,
apr 0.9.12
apr-iconv 0.9.7
apr-utils 0.9.12
berkeley db 4.4.20
neon 0.26.2
OpenSSL 0.9.8d 28 Sep 2006
zlib 1.2.3

If I right-drag the versioned file and release the mouse button in the
same folder as where the versioned file already exists, then I get all
of the SVN copy and move options. Obviously it doesn't make sense to
move the file to the same folder as where it already exists.

So what can I do to find out what is going on? What can I try to get
this to work? Any help would be greatly appreciated.
