Tortoise SVN stopped functioning with weird error message

Hello all,

I'm not sure what went wrong but after working for some time with TSVN, I
tried to activate explorer's TSVN extension and got the following error
message:
"
Can't open file 'C:\Documents and Settings\All Users\Application
Data\Subversion\config':Access is denied
[OK]
"

Any ideas ?
Can it be related to recent installation of KDiff3 as SVN merge tool ?
