Tortoise doesn't ask for credentials, even though it should

I know I'm probably asking something bonehead, but I read the docs, and the
faq, and can't seem to figure out why this would be happening.

 

I just installed a new machine, windows xp sp2.. I put the current version
of tortoise on it, and tried to do a checkout into a brand new directory.
pointed it at the svn repository (an http server with usernames and
passwords set up) Versoin of tortois was 1.4.1.7992. Machine name is
Buffalo (as in, New York)

 

What then happened was that the tortoise svn status window immediately came
up (credentials were *not* requested.), and after a couple of seconds (just
long enough for the client to talk to the server, the following errors
were observed:

 

Error: PROPFIND request failed on '/nextgen'

Error: PROPFIND of '/nextgen': 405 Method Not Allowed
(http://xxx.yyy.xxx.yyy:zz)

 

The problem seemed to stem from the fact that it didn't think that the user
using tortoise had the permissions necessary to grab files. Of course, how
could it know whether the user was allowed when it never asked for her
credentials?

 

 

The following are clues (some of which I have no idea what they mean)

I have another machine, sydney, which accesses the same repository.
Checkouts and etc work just fine, with the password dialog showing up as
expected.

 

I tried installing a previous version 1.4.0.7501.. no better

 

I tried mounting the Buffalo disk onto sydney, and checked out files. That
worked, with the password dialog showing up correctly.

 

Now, that I had a sandbox on Buffalo, I was able to go to Buffalo and update
the sandbox with no problems (and was able to get the password dialog to
show up).

 

The interesting thing is that if I am sitting at Buffalo, make a new folder
and try to make a new sandbox, I still get the same failure mode. i.e.
tortoise does *not* request credentials before failing (ps: I check
tortoiseSVN/settings/SavedData/Authentication Data, and clear it every time
I want to get a credentials request. it just never happens on a checkout to
a empty folder).

 

Of course, this would indicate a difference between the two machines, but I
certainly don't know what it could be. The install on Buffalo is quite
generic; just the bare minimum stuff (xp sp2 + updates, sql, vs, wpf, etc)
nothing that should affect tortoise.
