Icon overlays do not appear after upgrade from 1.3.x to 1.4.1

I have just installed the latest Svn (1.4.2) on Windows XP (version 2002) SP2
in addition to the Tortoise (1.4.1 Build 7992).

The problem I am now experiencing is that the overlay icons do not appear on
_any_ file or directory. I have rebooted several times, and performed the
suggested operation of closing any explorer windows and killing TsvnCache. I
have even tried just checking out the files again into a fresh directory. The
files all checked out correctly but I've still got no overlays.

I have verified the tortoise settings, and they all appear correct. I verified
that the update has been installed under the same user as the original 1.3
install. I Have pretty much done all I know to correct this problem.

Does anyone know of any reason for which the overlays will not display, or has
anyone else experienced this?
