Restriction Folder/File Creation, Moving, Renaming in Repo Browser

Hi all,
How do I go about restricting users from creating/moving/renaming folders and
files while in the repository browser of TortoiseSVN. I can restrict users
reading from and writing to various portions of the repository but I have not
figured out a way to do what I outline above. Is there something simple I'm
missing? Are there any FAQs or HOW-TOs on the net that I've missed? The
repositories are on a server running Windows Server 2003. Each client is
connecting to the repository on a WindowsXP machine running TortoiseSVN.
