You obviously installed the 1.4.0 Version which silently updates the working
copy format. This can not be read by older Subversion clients which are
based on subversion 1.3.x. Have a look at the "Compatibility Concerns" at
the end of the following page:
http://tortoisesvn.tigris.org/tsvn_1.4_releasenotes.html

You must either install an older version of TortoiseSVN based on 1.3.x and
checkout the working copy again or get subclipse which is based on 1.4.
